The individual community pages come in Phase D

Each will carry genuinely local information — the courthouse that serves that community, the roads where collisions concentrate, which agency writes the report, and where injured people are actually treated. Not the same page with the town name swapped.

That restraint is deliberate. Google treats near-identical pages that differ only by city name as a spam technique, and the penalty can affect a whole domain rather than just the offending pages. There is a script in the project that measures the similarity of every pair of location pages and fails the build if any pair is too close.
